Situational Awareness Capability Element Lead

The Situational Awareness Capability Element (CE) Lead is tasked with enhancing the Joint C2/C4 capabilities in both fixed and deployed environments, focusing on Planning and Execution and related applications and systems. This role involves successfully managing the transition and streamlining support for existing Joint C2/C4 applications and systems, as well as creating and executing new support arrangements with industry partners (Strategic Partners).

The CE Lead will eventually take on Product Manager (Delivery Group) responsibilities for their assigned Joint C2/C4 programs, necessitating the development and maintenance of relationships with users and Strategic Partners. Key responsibilities include:

- Formulating and executing strategic plans and schedules for transitioning and streamlining support arrangements for legacy Joint C2/C4 applications and systems (Pre-Tranche 1)

- Engage in industry activities such as creating Statements of Work (before Tranche 1), issuing Tasking Orders (during Tranche 1), and monitoring contract performance (during Tranche 1).

- Develop a list of requirements and initiatives for capability improvement in consultation with current Users, Product Managers, and support contractors.

- Collaborate with the Strategic Partner to manage interactions between Defence Users and Commercial Suppliers for the creation and documentation of Joint C2/C4 requirements.

- Drive enhancements by identifying and assessing capability gaps and inefficiencies and explore opportunities to streamline Joint C2/C4 applications and systems.

- Provide coordination and secretariat support for User-led Capability Boards, both leading up to and during Tranche 1.

- Oversee and manage the delivery of services by the Strategic Partner during Tranche 1.

- Provide comprehensive support for the entire capability lifecycle of Joint C2/C4 applications and systems relevant to the CE during Tranche 1, including budget management and tracking efforts and expenditures.

- Plan future Tranches, setting priorities with input from Users.

- Support Joint C2/C4 Program Governance and fulfill reporting requirements.

- Ensure adherence to relevant policies and standards.

Required Skills and Experience

- Strong verbal and written communication skills.

- Proven experience in strategic planning and project management within complex and uncertain environments.

- Capable of fulfilling the responsibilities of a Product Manager (Delivery Group) as outlined in the Defence Capability Life Cycle Framework.

- Experience managing within Joint Headquarters or single-Service headquarters, particularly in Joint C2/C4 areas.

- Skilled in collaborating with senior military officials and commercial providers to identify and manage conflicting priorities.

Desirable

- Knowledge of Foreign Military Sales procurement procedures.

- Proven leadership in managing technical delivery programs, particularly in software.

- Experience overseeing multi-disciplinary teams.

- Familiarity with Australian Defence Force (ADF) operations and Command and Control systems, both fixed and deployed.

- Insight into the ADF's integration within Coalition operations and the development of Defence capabilities and systems.

- Understanding of Joint Command and Control (JC2) systems, strategic and tactical networks, and ICT organizations within the ADF's fixed and deployed environments.

- Familiarity with the Defence Security Principles Framework, Public Key Infrastructure, and cyber resilience principles.
