Delivery Manager
Cleared Recruitment is proud to partner with the Department of Foreign Affairs and Trade (DFAT) in the search for an experienced Delivery Manager to support their Digital Uplift Program. This role offers the opportunity to lead complex ICT projects, work with cross-functional teams, and contribute to a major applications modernisation initiative within a high-profile government department.

The Applications Modernisation Section within DFAT's Information Management and Technology Division has a requirement for an ICT labour hire resource to undertake the role of Delivery Manager to support the Digital Uplift Program (DUP) based on identified Work Packages.
Job Specific role description
- Oversee the delivery of projects, ensuring they are completed on time, whin scope, and in compliance with government standards and objectives.
- Lead cross-functional teams, including system analysts, technical writers, solution engineers, and project support officers, to deliver outcomes aligned with organisational goals.
- Develop and manage project delivery plans, timelines, and milestones, ensuring alignment with government frameworks (e.g. PRINCE2, Agile).
- Monitor and report on project progress, risks, and issues, providing regular updates to program managers, stakeholders and senior leadership.
- Ensure adherence to government policies, standards and regulatory compliance protocols.
- Manage resource allocation across projects, ensuring optimal use of personnel, budget and tools.
- Facilitate stakeholder engagement and collaboration to ensure project outcomes meet user needs and organisational objectives.
- Drive continuous improvement in delivery processes, leveraging lessons learned and best practices from previous projects.
Technical Qualifications
- Relevant bachelor's degree and/or certifications in management (e.g. PRINCE2 Practitioner, Agile PM, PMP or equivalent) are required.
- Certifications in change management (e.g. PROSCI, APMG) are desirable).
- Familiarity with government frameworks and reporting systems, including gateway reviews, benefits realisation, or similar.
- Proficiency in project management tools such as Microsoft Project, Atlasian JIRA.
- Proficiency in using software for resource management, risk tracking, and reporting.
The Skills Framework for the Information Age (SFIA) has been used to inform the requirements. In summary, DFAT seeks a candidate with the following relevant skillset:
- Product Management (PROD) - Level 4/5
Security clearance
Must hold Negative Vetting Level 1
Experience level
Manager - EL1 equivalent
Working arrangements
The role is being offered as a hybrid arrangement (typically 3 days in the office and 2 days from home) to be negotiated with the successful candidate. Remote / interstate working arrangements will be considered on a case by base basis.
