Organisational Change Manager
Location: Melbourne VIC / Canberra ACT / Remote (as required for training delivery)
Clearance Required: NV1 Security Clearance

Cleared Recruitment are seeking an experienced Organisational Change Manager to lead the development and implementation of strategic change initiatives for a high-value Defence information capability. The role involves driving user adoption, stakeholder engagement, and organisational readiness activities to ensure the capability becomes embedded as a business-as-usual tool across its user base.
Key Responsibilities:
- Develop and implement an Organisational Change Management (OCM) strategy and detailed implementation plans in alignment with prior external review recommendations.
- Lead all aspects of change execution, including communications, stakeholder engagement, and resistance management.
- Partner closely with internal Capability Managers to champion the change and support end-user engagement.
- Conduct analysis of user cohorts, define use cases, and articulate the benefits of adoption across the organisation.
- Support planning and execution of change communications and engagement activities.
- Monitor and assess the effectiveness of OCM activities, analysing data to drive continuous improvement.
- Provide regular reporting to stakeholders, including OCM Implementation Effectiveness Reports.
- Develop mechanisms to support sustained engagement and adoption over the long-term lifecycle of the system.
- Assist Commonwealth personnel by providing background support in change planning, communications, and engagement scheduling.
Essential Skills and Experience:
- Demonstrated experience leading organisational change initiatives within large, complex or government environments.
- Strong understanding of organisational systems, processes, and behavioural change principles.
- Proven ability to translate strategic recommendations into actionable OCM plans.
- Excellent stakeholder engagement, facilitation, and communication skills.
- Experience conducting performance analysis and preparing insights-driven reports.
- Ability to work both independently and collaboratively within multidisciplinary teams.
- NV1 Security Clearance is mandatory.
Desirable:
- Experience in Defence or intelligence-related environments.
- Familiarity with change management methodologies such as Prosci or ADKAR.
