Procurement Support Officer - RFQ IDDM-25843

Cleared are looking to speak with ICT Procurement Support Officers to work within the ICT Vendor Management Office section. The ICT Procurement Support Officer will assist the team in the successful delivery of ICT procurements being undertaken for the Indigo Program in AEC (Australian Electoral Commission). The ICT Procurement Support Officer receives day-to-day instruction from the Indigo ICT Assistant Director, in supporting the Indigo procurement team within the VMO.

Estimated start: 29th October 2024
Initial contract duration: 12 months x 2 extensions
Security Clearance: Must hold Baseline Security Clearance

About the Program:
The Indigo Program is a broad program of work within the AEC translating business vision and strategy into effective enterprise change with a specific emphasis on the modernisation of business capabilities supported by legacy ICT systems. The program has the responsibility of improving the efficiency and effectiveness of ICT solutions through the identification and replacement of legacy components and the reduction of technical duplication, complexity, and inefficiency.

Key Responsibilities:

  • Draft procedural, governance and procurement documentation (with minimal direction), relating to ICT procurement.
  • Support ICT tender evaluation processes and manage procurement schedules.
  • Perform contract management duties for a range of ICT contracts managed by the Indigo VMO, including administrative tasks such as invoicing and scheduling ICT vendor management meetings.
  • Monitor compliance and produce procurement reports as required.
  • Perform quality assurance on procedural, governance and procurement documentation.
  • Perform administrative activities over the procurement lifecycle for ICT procurement facilitated by the ICT VMO.
  • Coordinate and administer procurement related correspondence.
  • Develop and administer ICT focused procurement and contract management risk assessments.
  • Provide advice and guidance on procurement and contract management to internal stakeholders.
  • Communicate using professional judgement, evaluating risks in the context of a complex and changing environment.
  • Additional duties as directed by the ICT VMO Director and Assistant Director.


Mandatory Requirements:

  • Comprehensive experience with and understanding of the Commonwealth Procurement Rules (CPRs) and all relevant additional procurement related policies and legislation.
  • Demonstrated experience conducting complex end-to-end procurement activities including contract management.
  • Demonstrated experience working in an ICT procurement environment
  • Demonstrated experience drafting complex procurement documentation including but not limited to:
  • RFT documentation, draft contracts, statements of requirement and complex response schedules.
  • Knowledge and experience in successfully managing risks relevant to ICT procurement, including the development of comprehensive risk assessments.
  • Demonstrated experience in delivering value for money outcomes with time restraints and competing priorities.
  • Proven ability to communicate effectively and navigate complex stakeholder relationships including negotiations; and
  • Demonstrated personal drive and integrity whilst achieving results within legislative and budget parameters.


Desirable:

  • Relevant qualifications and / or industry certification. For example, Diploma of Government and/or Certificate IV in Government (Procurement and Contracting) or equivalent.
