Project Management & Governance Specialist (Level 3)

Location: Adelaide, SA

About the Role

We are seeking an experienced Level 3 Project Management & Governance Specialist to support program governance and planning activities within the SSN-AUKUS program. This role is central to building and maturing governance and planning capability, ensuring alignment across internal and external stakeholders, and supporting senior leadership decision-making in a complex program environment.

Key Responsibilities

  • Lead and manage the development of a robust program governance and program planning capability
  • Drive the implementation of governance frameworks and planning processes across the Branch
  • Develop and implement fit-for-purpose governance, planning, and reporting structures
  • Establish and maintain a comprehensive program reference library to support governance activities
  • Develop and manage governance schedules and planning "drumbeats"
  • Support the establishment of integrated program planning and controls, including scheduling, cost, and risk management
  • Work closely with senior stakeholders to integrate governance and planning across national and trilateral forums
  • Develop and coordinate senior leadership briefing packs for government and governance forums
  • Contribute to broader program activities and provide support as directed

  • Program Governance and Reporting Plan
  • Detailed governance and program planning schedule
  • Configured reference library of program information
  • Additional deliverables as required throughout the engagement

Selection Criteria / Core Skills & Experience

  • Experience in complex, large-scale programs: Demonstrated experience working in major programs of similar scale and complexity
  • Program management and governance expertise: Strong background in establishing and delivering governance and planning frameworks
  • Senior stakeholder engagement: Proven ability to communicate and represent work at senior executive levels across government and industry
  • Decision-making and advisory capability: Ability to provide sound, defensible advice on governance and program management matters

Contract Details

  • Client: Australian Submarine Agency
  • Engagement Type: Long-Term Contract (Time & Materials, Not to Exceed)
  • Start Date: 30 June 2026
  • End Date: 29 June 2027
  • Extension Options: 2 x 12-month extensions (subject to approval)
  • Location: Adelaide (onsite)
  • Travel Allowance: Up to $15,000 (incl. GST), subject to approval
  • Security Clearance: NV1 minimum (or eligible)
  • Citizenship: Australian
  • Submission Deadline: 10:00am, 26 March 2026
